UK: january 2025 Tranche
UK IMPORT LICENSE SCHEME FOR 2025:
For 2025 the UK has the following scheme for submitting an application for an import license:
Under UK regulations, import license applications to enter U.S. rice into the UK under the TRQ must be accompanied by an original AARQ TRQ Certificate.
The UK Rural Payments Agency (RPA), the authority responsible for managing the TRQ, has issued the following recent notices relating to the TRQ for U.S. rice:
(1) Notice to Traders 40/20, Changes to Licences managed by WTO and Preferential Import Tariff Rate Quotas in the UK from 1 January 2021, published December 21, 2020; and
(2) Notice to Traders 44/20, Imports of Rice under Statutory Instrument No. 2020/1432, published December 31, 2020.
UK RPA Notice to Traders 40/20 includes instructions for applying for an import license and states the following:
• new UK license application forms are available beginning January 1, 2021 on https://www.gov.uk;
• quota applications can be submitted during the first seven days of the month before the beginning of the quota period and must be received no later than the last working day of the seven-day period;
• for the January quota period the application must be received during the seven days starting November 17 and ending on the last working day of the period; and
• for any quota quantity remaining, applications may be submitted during the first seven days of the subsequent months and the application must be received no later than the last working day of each seven-day period.
RPA Notice to Traders 40/20, item 12. Issue and Validity of Licences lists the following:
a. Licences will be issued by the end of the month in which the application was received.
b. Licences will be valid from:
The first day of the quota period or sub-period for which the application relates to if the application was submitted prior to the start of the quota period or sub-period;
The first day of the month following the month the application was received, if the application was submitted during the quota period or sub-period;
January 1 of the following year if the application was submitted within the seven days beginning on November 17.
All licences are valid until the end of the quota period (i.e., December 31).
